Arab League foreign ministers have failed to agree on aid for the Palestinians as they come under Hamas' rule, while Turkey slammed Israel's decision to slap economic sanctions on the Palestinian Authority. A major donors' conference for Afghanistan

EU aid to continue if Hamas commits to seeking peace
The European Union is ready to continue aid to the Palestinians as long as a future Hamas-led government commits itself to seeking peace with Israel, foreign ministers of the bloc said on Monday. A Kuwaiti woman said Sunday she will run in a municipal council by-election, becoming the first female to contest polls in Kuwait since women were granted full political rights last year. "I have been an employee in the municipality for nine years. After 5,000 years, Egypt declared free of polio Polio
 has been wiped out in Egypt, for the first time in 5,000 years, bringing global eradication a step closer, the World Health Organization (WHO) said. The announcement comes just over 12 months after the last positive environmental sample of polio was collected in Egypt, in January 2005. The last reported case of polio in the country was in 2004.

Health program in Lebanon makes headway in cutting treatment costs
Over 100,000 Lebanese suffer from chronic diseases in Lebanon, according to an annual report for "Medicine for Chronic Diseases Program" for the year 2005. Muslim doctors call for fatwa against smoking
 
A group of British Muslim doctors has called on Islamic leaders to issue religious rulings against smoking as part of efforts to stamp out the habit. NSSF faces collapse due to budget deficit
Lebanon's National Social Security Fund (NSSF) may collapse if the government fails to cover the large deficit soon. "The NSSF may not be able to provide medical services to its beneficiaries if the government doesn't come up with sufficient funds to cover the deficit," a statement by the NSSF's board of directors said after a meeting held on Feb 16th. Egypt makes tackling unemployment a priority
Egyptian Prime Minister Ahmad Nazif said plans to tackle crippling unemployment levels are high on the agenda of his new government program, which he unveiled Monday in Parliament. "The Cabinet gives priority to job creations in order to absorb the growing workforce and implement President [Hosni] Mubarak's program for 4.5 million new jobs in six years," he said.

Kuwait MPs propose fund for cash handouts to citizens
Five Kuwaiti lawmakers proposed Tuesday the creation of a fund to distribute cash handouts every year to citizens of the oil-rich state potentially worth several billion dollars in total. Developing capacity to achieve gender equality in education

This paper shows the ways in which individual, organizational, and institutional capacity all play important roles in producing positive educational results for girls and boys. The paper concludes that developing capacity for gender equality involves implementing a range of strategies, such as gender training for both male and female administrators and teachers to raise awareness and to provide necessary skills for gender analysis, and initiatives to increase women's visibility within organizations, for example through using quotas. Developing capacity means focusing on gender concerns within organizations, and mainstreaming gender issues an integral part of educational planning processes. Evaluation analyses the judgment of information in order to assess value, worth or impact of a project. Additionally it looks at the dynamics of development interventions and identifies the reasons for both success and failure and how one can learn from both.
