Position Title: Local Consultant for Program Evaluation

   

BACKGROUND: Mercy Corps will conduct final evaluation of one of its programs implemented over 3 years in rural areas of Lebanon.  The program aimed at establishing a productive and sustainable tourism and agri-business based economy in the cazas of Hasbaiya and Marjayoun. The focus was to create jobs and build the capacity of local communities to operate profitable businesses in the tourism and agri-business sectors.

EVALUATION TEAM: The evaluation team will consist of a team leader, one local consultant and Mercy Corps Lebanon Monitoring and Evaluation team.  The team leader is responsible for the overall completion of the evaluation and final deliverables.  The local consultant will provide assistance in evaluating projects as assigned by the team leader.

RESPONSIBILITIES: The evaluation team should develop and implement an appropriate methodology to address the evaluation scope of work.  The methodology would use rapid appraisal techniques including key informant interviews, reviews of project documents, site observations, and focus group surveys as appropriate.  The local consultant will conduct field assessments as assigned by the team leader and will play a key role in data analysis and report writing

QUALIFICATIONS: The local consultant should have a BS/A degree in economics or another relevant degree and 2-4 years of experience in monitoring and evaluation.  Experience in tourism is a plus.  The local consultant should also have strong command of English, excellent writing skills, experience in writing reports and conducting field research.

DURATION: The duration of the assignment is five weeks starting October 3, 2005
