The
plan indicates that goals, measures and mechanisms that were
adopted for implementation are based on clauses from the Iraqi
constitution and the principles of Islamic Law Shariya’a as
well as the cultural heritage and values of the Arab and
Muslim society in addition to the principles of human rights
|

Focal areas of
interest
|
·Politics, authority,
decision-making and establishment of peace: strengthening
the participation of women in political infrastructures
and in decision making, in formulation of laws and
legislative proposals, in raising the level of education,
collecting statistical data, protection of women during
armed conflicts
·Economics: strengthening economic independence
and income generation, provision of work opportunities,
training, loans, investment projects, ameliorating poverty,
targeting women who are providing for their families,
elderly women and women with disabilities, supporting
the Social Security Fund
·Social and Cultural
avenues: guaranteeing
human rights, elimination of all forms of physical and
psychological violence against women, taking precautionary
measures, strengthening the participation of women in
developing of health policies, promoting awareness about
reproductive health, promotion of safe motherhood,
encourage nursing practice among women, provide
opportunities for academic education and vocational
training, prevention of school dropout
·Communications: effective use of communication methods to achieve
equality between the two sexes, disseminate a positive
image of women in the family, in society and in the media,
modify censorship of plays and movies, developing training programs
·Environment: halting environmental degradation, strengthening
the participation of women in managing natural resources
and in protecting the environment.

Organizational
measures
|
The role of the National Committee For The
Advancement Of Women will be strengthened through establishing
a stable mechanism for monitoring implementation. The plan recommends
the establishment of a National Higher Council For The
Advancement Of Iraqi Women. This council will include representatives of the
ministries of labor and social affairs, foreign ministry,
education, culture, justice, higher education, scientific
research, health, college of planning, organization of The
General Union Of Iraqi Women. The level of representation in this council is at the
ministerial or deputy ministerial. An agency will be instituted attached to the higher
council that include ministries and departments not
represented as members of the council.

The
Ministry Of Foreign Affairs will be responsible to monitor
agencies that work with international organizations, and it
will be responsible for collaborating with the UN and its
specialized agencies in this sphere.
